CFL Football '99 is a gridiron football video game developed by Victoria, British Columbia-based entrepreneur David Winter.[1] It is an officially licensed product of the Canadian Football League and the Canadian Football League Players Association. Designer David Winter originally specialized in administrative and industrial applications, doing business through his private firm Wintervalley Software. He obtained the rights to the CFL brand in 1998 and launched a new company, CDE (Canadian Digital Entertainment Inc.), for the purpose of marketing CFL Football '99. Part of the game's development was outsourced to American middleware provider Phantom Reality.
Reception of the game was mixed. Casual players were disappointed as they were hoping for a more mainstream take on Canadian football. Simulation veterans were eager to recognize the game's potential, but most accepted the fact that it could not rival established names in the same subgenre.
Winter started working on a second installment in his CFL series, this time using a 3D graphics engine. But over the course of development, he decided to broaden the game's scope by putting the emphasis on customization instead of the CFL licence. Official CFL content was scrapped in favor of more options: the game allowed the player to pick his own ruleset and field size from various gridiron football codes. In 2001, the project was rechristened Maximum Football and it eventually secured U.S. distribution.

Maximum Football was released in 2006 after a protracted development cycle. In earlier press releases, the developer hinted that Maximum Football would kick-start a franchise of sports games with a common focus on flexibility and management, such as Maximum Hockey, Maximum Baseball, and Maximum Lacrosse. For logistic reasons, none of the planned spin-offs were released. However, Maximum Football 2.0 shipped in 2007 and maintains a dedicated fanbase. The game can still be played using Canadian football rules.
In March 2016 it was announced [3] that work had begun on a console based game called Canadian Football 2017. Development started in early December 2015 and is scheduled for release on the Xbox One in June 2017 with other platforms to follow. The game is being developed with the Unity 5.5 game engine via Microsoft's Indiependent Development Program (which provides development kits and software licenses) and is supported by the Peterborough Innovation Cluster and Cube. The game will focus on Canadian rules football but its underlying design allows for quickly developing versions that use other rule sets.

Maximum-Football allows the player to play North American football under Canadian, American, and Indoor rules. The game had a rich feature set, including an extremely sophisticated play designer, playbook editor, player career mode, and 3D game play, the game provides a full sandbox for your football fix. CD-ROM editions shipped with a 75-page full colour user guide. An early build of Maximum-Football was featured in the January 2004 edition of PC Gamer Magazine ( pg1, pg2 ). Maximum-Football 2.0 came out a year later with improved graphics, gameplay and a whole host of new features like full XBox 360 controller support, full DirectX 9.0 utilization, and scores of other upgrades and improvements, Maximum-Football 2.0 delivers on gameplay and fun like a bullet pass through double coverage. In my mind, there are three avenues for a CFL video game.EA SportsThe simple pathway would be to package CFL content within the Madden releases. EA Sports NHL series has European leagues and the junior leagues of the CHL. Their FIFA series is a collective of so so many leagues across many continents. It is not unfeasible to think that the Canadian Football League could be packaged within the Madden series.There would be some serious things to be done to incorporate the different Canadian field sizes and rules but this seems very doable. I would hope that different CFL-oriented game modes would be packaged in the game in such a way.To have the CFL packaged in the Madden game would only help to grow the brand to football fans who may not be traditional CFL fans.2K SportsA standalone CFL game made by 2K Sports would make sense. 2K used to make very competitive NFL games before EA got the exclusive rights. 2K could continue making high-quality football games using the CFL brands instead. It would not garner the same interest as the NFL does, but the Madden fanbase is often upset with EA, saying the developers have become stagnant in moving the product forward and could perhaps be interested in an alternative.I could see this being viable if 2K were to make a game with licensing from the CFL, XFL, and USFL. The combined interest of all three leagues would intrigue football fans from many different fandoms and create a very intriguing Madden competitor.
However, Winter said the 2019 Maximum Football game beat sales projections and he is pouring revenue back into the company, looking to hire three or four triple-A developers, focused as he is on elevating the look of the game as it moves to updated platforms next year.
Canuck Play also recently announced a licensing deal with Football Canada that allows gamers to play as one of 10 provincial teams in Canada Cup tournament mode. In addition, Team Canada will be featured in future updates.
CFL executives believed the collaboration would convince EA to approve DLC or downloadable content that would allow Madden gamers to play CFL rules with CFL players. But sources said EA wanted to see how the mobile game played out before committing to anything more, and in the meantime encouraged the CFL to jump into the gaming space in other, affordable ways.
The CFL instead worked with another Canadian developer, Relish Interactive, on CFL Football Frenzy, an arcade-style game for mobile and tablet devices.
