Test carputils installation on various OS
What does this MR do?
This MR implements CI jobs which test the installation of carputils on various OS:
- Ubuntu 18.04, 20.04, 22.04
- Debian 10, Debian 11
- CentOS 7
- Fedora 34, Fedora 35
It also lowers the restrictions on the versions of the Python 3 dependencies.
